Chief Operations Officer
Liz White is a founding partner and Chief Operating Officer of Public Blueprint. A familiar face around the Texas Capitol, she artfully divides her time between ensuring the Public Blueprint team consistently exceeds client expectations and leveraging her knowledge of the Texas Legislature to solve client challenges.
Prior to co-founding Public Blueprint with her husband David, she spent a decade working in and around the Texas Capitol, serving leaders in both chambers of the legislature and as a senior advisor at a major state agency. Liz was still an undergraduate at the University of Texas when she went to work as a Legislative Aide to Representative Phil King. She then accepted a position with the Texas Public Policy Foundation where she deepened her policy expertise in the areas of Higher Education and Health Care Policy. She then heeded the call to serve the interests of the Republican Party of Texas, becoming part of Steve Munisteri’s campaign team during his successful bid for the State Chairmanship. Observers credited the power of Munisteri’s grassroots organization in which Liz played a key role as grassroots outreach and volunteer coordinator.
She then returned to the Texas capitol, accepting consecutive Legislative Director roles for State Senators Brian Birdwell and Craig Estes.
In 2013, Liz accepted Glenn Hegar’s invitation to be his Political Director, guiding an eight-person field staff during the Katy senator’s successful campaign for Comptroller. She then joined Hegar’s state team, helping oversee a successful transition and serving as his Senior Advisor.
At every turn, this native of Kingwood, Texas has proven an effective consensus builder, with her combination of experience, intelligence and tenacity. She is a welcome participant in vital conversations both in the capitol and in grassroots meeting all across the state. At the same time, she truly cherishes the opportunity to mentor the Public Blueprint team.
Born and raised in Houston, Texas, Liz holds a B.A. in Government from the University of Texas at Austin. When she’s not working, she enjoys traveling, spending time with family, and watching University of Texas football.
